Yes, the throttle value does go to 1v. I even checked alll the vacuum piping, and took the vacume solenoid off and tested its function. All vacuums pipes were ok, solenoid was operating normally.

To be 100% sure its not an intermittent fault with the vacuum valve to the throttle the valve could be swapped with the turbo valve to see if the fault changes to turbo, also the duty cycle for the egr on the screen shot seems high at 90% for the valve opened position.
