Boost pressure actuator sensor

hello everybody !
I wonder what should be the correct values for boost pressure actuator sensor when control solenoid is energized (turbocharger rotor vanes in max closed position), for example at idle speed.
On my car, ford focus 2.0tdci, siemens PCM, when actuator output is 90 % (FORScan PID BPA_OP), sensor reading (BPA_Val) is only 0.4 V. Is it normal, since I thought signal max level should be at least 5 Volts. When solenoid is de energized, sensor also shows zero signal.

Vacuum line is checked, it works as it should.

What is BPA_Val if BPA_OP is 10 or 20%?

Unfortunately, we have no calibration values for majority of PIDs. Yes, majority of sensors have 0..5 V range, but exception exists. This is why it is recommended to use a workshop/service manual in pair with FORScan.
