Low voltage. Is it OK to run Forscan/OBDII with car running?

Low voltage. Is it OK to run Forscan/OBDII with car running?

My VINT ODBII unit (USB HS-CAN/MS-CAN w/ toggle) keeps throwing a low battery error 11.4V instead of 11.6V. I'm assuming that means my car battery is low? I saw in a post (see below) someone mentioned to use it with your car running?
Is that OK to run FORScan + USB OBDII unit with the engine running?

Do it with the engine running or connect an external battery charger.

Your vehicle is showing too low of voltage.

Depends what you are doing,(Programming springs to mind) but most times it will be fine, no way of checking live data if engine isn't running.

Wanting to change some codes to make the lane change blinker blink 5 times instead of 3 times (default). Also wanting to see if I can enable digital speedometer.

If any type of programming is being done always use a charger. (On the car and the computer)

With a battery that low, i would not even attempt programming. Even when you have fitted a new battery, put the charger on. Voltage is critical.
