PATS Key Programming

I am trying to use the PATS key programming to program a second key. I have a 1999 Mercury Mountaineer (U.S.) and have only one working key. I got a blank PATS key cut from a locksmith that has OEM markings. I used the "Ignition key programming" and after multiple attempts, I always get "programming failed". I am certain the new key is the correct one so I am not sure why it is not working. I did not use the "Ignition key erase" as I was afraid it might not program since it failed the "ignition key programming". Any help is appreciated, thank you in advance.

Please check your blank key as described in this article:

If the blank key is OK, please send us vehicle logs (via email or PM) as described here:

Stand-alone Program PATS key function may not work on some vehicles for US market, we already experienced this problem with 2002 F-150 some time ago. If this is your case (that will be clear after log analysis), we will provide a test version that has the solution.

Thank you for the response. I verified the key is correct and sent the log files. I had to send it in 3 emails as the files were so large. Also, I own two 2000 Mountaineers, one 2000 Explorer, and one 1999 Mountaineer and all of these have been connected to the FORscan program.

Can i pair a new instrument cluster with this function for a ford focus mk2?

The erase function worked and I was able to program two keys, great work! Thanks, :D

Some vehicles for American markets do no support stand-alone Program key function. The function is available in PATS menu but doesn't really work. PATS keys for these vehicles can be programmed in the following way: erase all keys and switch PATS to special learning mode. User has to program at least 2 keys in this mode (otherwise engine will not run). FORScan v2.2.5 we just released have function "Ignition Key Erase" is replaced with "Erase and Program keys".

I am having the same problem programming keys for my 99 Expedition when I tested the keys as described above I got the error code B1845 I got the same code when I ran the same test on my working key. I didn't try erase and program I didn't want to be 20 miles from town with out a working key. When I try programming it fails about the 5% mark every time.
