Newbie, OBD Link EX Win10, Code 43, Descriptor request failed

I'm new here, and just bought a OBD Link EX from Amazon this week.

Plug it into my Desktop unit, running Win 10 and it loaded the USB Serial Port (COM3) just fine.
Plug it into my Dell Notebook running Win10, and I get USB Descriptor Request failed.
I have a Dell Precision 5520 Notebook Workstation with a Xeon CPU.

Tried the following ....
Updated Win10 to latest version
Tried to load a driver from the driver download package CDM-v2.12.28 WHQL certified i386
Updated my USB Serial Bus Controller driver
Tried both USB ports.

On Notebook ...
Downloaded Win10 SDK debug tools, and ran USBView
Supports USB 1.1, 2.0, no 3.0
Is not SuperSpeed or higher capable, no open pipes
Error bLength of 0 incorrect, should be 18
