This vehicle is non CAN and will be PWM/SCP/J1850 (DLC pins 2 and 10) and ISO9141(DLC Pin 7) and Possibly UBP (Uart Based Protocol DLC Pin 3)

Check your DLC connector for a pin socket in position 3 (UBP Network See here for a DLC Pin assignment diagram viewtopic.php?f=4&t=4#p4)

There would be about 7+ volts between that DLC Pin No. 3 to pins 4 or 5 - or to Ground, if there are modules connected to that pin. Vehicle security module(RKE Door ajar warning Courtesy lights), 4wd module, Heated/Cooled seats, Electronic Controlled HVAC, are some of the modules that could be on the UBP network.

To get the full module read with Forscan, if there is 7+ voltage at pin 3, a Ford VCM2 or a "good" clone will be required. A ScanTool ODB2 EX will read the other protocol pins but will ignore the UBP network if it is equipped.

Forscan has no problem running with Vista, either 32bit(x86) or 64 bit. The Adapter drivers may have a problem with Vista however as there may be none for these later adapters that will install and run in Vista.
