PATS CANNOT PROGRAM MORE THAN ONE KEY 2001 focus

Hello forum
I am a forscan newbie following the loss of the one and only key I had for my 2001 1.8 petrol estate Ford Focus (uk model)
After lots of reading in the forums I have not got to the bottom of my problem.
My équipement:
Vint OBDII usb cable (with MS/HS switch)
Windows 7 pc with forscan
Forscan licence
Using forscan v2.3.38
2 aftermarket keys with transponders (carbon type), the seller assured me that they are not clones but...
Progress:
I am managing to program one key with no problem but the second key never works. I have the same result if I start with one key or if I start with the other key I never get to the point where I have two programmed keys.
I have 12.5 volts on the battery
All the doors and bonnet closed
I have tried moving the position of the key (and separately the transponder out of the key). 1st key works perfectly but never the second (or the second perfectly but never the first).
If anyone has any suggestions I would be very grateful.

Same issue here too.
Trying to program 3 FACTORY Ford keys on a 99 F150 after they were cleared while replacing a bad PCM.
PCM initialized good.

I can only get one of the 3 keys to program.
It is always the second key no matter how I rotate through them.
I can get only 1 of each of the programmed, but only 1 at a time.

I have tried erase and program which simply says successful at the end of all three keys.
Then only one of the three (the second key that was in the ignition works).

I have tried ignition key programming.

I have also tried toggling the spare key programming.

Windows 10
Forscan 2.3.37 beta
Licensed

Using the bluetooth vLinker adapter.

I also upgraded to version 2.3.28 and verified that the license was still applied.
Ran through all three keys, and only one programmed.

Quick update...
I ordered a second hand key with a transponder on eBay and it worked straight away. So my previous transponders must have been duplicates and the car was seeing the same key for the second one.

The articles above are spot on for this problem.

Are the transponders 4d60? The original transponders are usually a glass type
