It is hard to say why your ACM cannot be programmed by IDS and FORScan. But in contrast to IDS, in case of FORScan you should be able to provide debug information for analysis so we could check and find out what happens. Instruction on how to prepare & extract debug information can be found here...

We tested 2.3.37 on virustotal.com before the delivery, it didn't show any detections with Microsoft. It started to show it only on December, 1st. Yes, FORScan has its own database, so it knows what modules are available for every model. For Explorer 2017+MY it looks for FCDIm and FCIMB modules (not FCIM). Your adapter needs to support MS-CAN. In case of adapter with mechanical HS/MS switch, you need to remove vehicle profile and reconnect, and strongly follow FORScan instructions on switching between HS and MS.
