Here in WA Perth area you can cut the blade as low as $29.50.
Not really sure how much Ford will charge for programming , but check from dealer to dealer if you have a few nearby.

Maybe get a complete flip key of eBay for some $30-50, have the blade cut at a locksmith place and then take to Ford to code it. This way it should not cost you really much.

Not really sure what you mean by updated ICC.
There are basically 3 versions like : basic single zone ICC, single one with larger colorful screen and premium dual zone climate control with colorful screen.

They are direct swap.
Keep your original BEM module that is bolted to the bottom of the ICC so you vehicle will start and then just perform ICC linking procedure to remove the CODE.

Hi, yesterday I tried to perform PATS reset on a 2009 FG and it did not work.
It says I need an ELM (OBD) adapter that could be controlled/switched ( HS-CAN/MS-CAN) by Forscan not manually.
I use ELM with the switch for HS/MS.
Any advice please?

You do not really need to do PATS reset if you replace ICC and keep your original BEM. Your car will start add you only need to link new ICC to your car. Premium ICC usually requires using Green BEM, so if original BEM is Blue, then yes you will need to put a green one and perform PATS reset that re...
